ALCOHOL AND DRUG COUNSELOR COMMITTEE I. CALL TO ORDER This scheduled meeting was called to order at 9:45 a.m. in the Sussex Conference Room, 6th floor, 124 Halsey Street, Newark, New Jersey by Committee Chairman Edward Reading who gave notice of compliance with the Open Public Meetings Act. II. ROLL CALL Present:
Committee Member, Norwood Allen Recused: Committee Member, Lorenzo Puertas Until the matter is resolved, Public Member, Lorenzo S. Puertas recused from attendance based on services he provides related to the profession that may be a possible violation of the statutory requirement for public board members. Staff Present:
Executive Director, Elaine L. DeMars III. APPROVAL OF MINUTES On a motion by Jamie Lugo, seconded by Sylvia Lippe, the minutes of the February 21, 2008 public meeting were approved as presented. IV. PUBLIC COMMENT There were no members of the public present. V. EXECUTIVE DIRECTOR’S REPORT Executive Director Elaine DeMars reported that the renewal process for alcohol and drug counselors will begin with the mailing of the "My License Letter." The notification, scheduled for mid-late May, 2008, will be mailed to all licensees and certificate holders in the "Active" status and will provide instructions for the online renewal as well as a phone number for those who wish to request a paper renewal. It was noted that the Committee office will not have the ability to send paper renewals. The Committee briefly discussed the continuing education requirement for renewal with a preliminary discussion of the audit of the legal standards requirement (N.J.A.C. 13:34C-5.2(d)). VI. CORRESPONDENCE A. Beth Hart The Committee reviewed Ms. Hart’s request for credit for a continuing education course entitled, "Conquering Stereotypes." The Committee directed that Mrs. Hart be informed that the course sponsored by the Division of Addiction Services with the Camden County Council requires approval by one of the approved providers listed in N.J.A.C. 13:34C-5.3(b)1. B. Henry Rowlette The Committee reviewed Mr. Rowlette’s explanation for the use of the CADC credential in his advertisements. On advise of counsel, the matter was moved to executive session. VII. DAS MATTERS Executive Director DeMars and Committee Chair Edward Reading await Department approval to attend the New Jersey Counselor Association’s April 28, 2008 conference. In concert with the Division of Addiction Services, the presentation will focus on requirements for licensure for individuals holding a clinical license (LPC, LCSW, LMFT, etc.) to practice in New Jersey. DAS also plans to provide information on the Workforce Development Initiative and scholarship opportunities. VIII. APCBNJ MATTERS The Committee accepted as informational the February 2008 Newsletter and noted the article entitled: "Transferring your IC&RC AODA credential into New Jersey" as well as schedules for the Legal Standards course required for renewal. IX. INCASE - International Coalition for Addiction Studies Education In his capacity as the national President-Elect, Committee Chair Edward Reading discussed the program approval process and application portfolio. Pilot initiatives are underway in New Jersey, Pennsylvania and Washington in colleges and universities with matriculated addiction studies programs. Programs will go through an accreditation process. Dr. Reading reported that nearly half of the applicable New Jersey programs attended a meeting and a second session is planned to accommodate the remainder of the respective New Jersey educational institutions. Dr. Reading reported that it appears that the accreditation process is accepted and sought. X. OLD BUSINESS A. Continuing Psychology Education, Inc. - Richard Schuman Upon review of a booklet offering continuing education contact hours for LCADCs and CADCs, the Committee directed that a letter be sent to Continuing Psychology Education, Inc. to advise that the information listed in the booklet is incorrect and misleading. A copy of the names and address of licensees who took the course and a letter from Mr. Shuman notifying the licensees that the course does not meet the requirements was also reviewed. The Committee determined that the licensees who have taken the courses may use the contact hours towards the general continuing education requirement but the course work does not satisfy the legal standards mandatory course requirement (N.J.A.C. 13:34C-5.2(d)). Letters will be sent to NBCC and NADAAC expressing the Committee’s concerns and to request verification of the approval and clarification of the criteria and procedures for review and approval. B. Ronald Teed, LCADC The Committee reviewed Mr. Teed’s requests for an unrestricted license. Upon a second review, the Committee did not find sufficient documentation to justify removing the restrictions in the Consent Order. Mr. Teed will be informed that if he wishes to make further application for a modification he must document full compliance with each ordering paragraph of Consent Order. XI. ADJOURNMENT On a motion by Norwood Allen, seconded by Jamie Lugo, the meeting adjourned at 4:40 p.m.
