I CALL TO ORDER

The regularly scheduled meeting of the Board was called to order at 9:30 am in the Union Conference Room on the third (3rd) floor at 124 Halsey Street, Newark, New Jersey

II OPEN PUBLIC MEETINGS ACT

The statement required by Chapter 231, public laws of 1975, the "Open Public Meetings Act," was read and it was announced that notice of this meeting was prepared in the office of the Board of Architects and mailed to the Secretary of State, the Newark Star-Ledger, the Trenton Times, the Camden Courier-Post, the Record and the Atlantic City Press.

III APPROVAL OF MINUTES

February 14, 2008

Editorial changes were made to page 2 ACTION: Mr. DeMassi motioned to approve the minutes as amended. Mr. Joshi seconded the motion. It was unanimously approved.

IV ANNOUNCEMENTS

Executive Director Hsu announced the following:

– Investigative Inquiry with complainant of both ITEM NOs. 54059 & 54851 at 10am today.

– AIA Associate members are organizing a presentation in March at New Jersey Institute of Technology (NJIT) for architectural students on the practice of architecture. As in the past, Executive Director Hsu was invited to participate in the presentation. Inasmuch as he could not attend this year’s presentation AIA Associate members and the Region Director of AIA Associate program met with board staff to obtain information as to the requirements for licensure in New Jersey as well as the recent changes to the Architectural Registration Examination (ARE) by the National Council of Architectural Registration Boards (NCARB).

DAG Albertson informed the Board that legislation to revise the regulation of landscape architects under bill A-2146 has been introduced in the Assembly, referred to Committee and then voted out of Committee with changes. Many of the Board's comments appear to have been incorporated into the bill. However, there are two changes in the bill that concern the Board, namely, the exemption language approved by the Board for Architects and Professional Engineers was not included, and, further, the requirements for architects and engineers to become licensed Landscape Architects appears to be more stringent (5+ years of experience plus review of education) than for an initial applicant for licensure.

ACTION: Subsequent to discussing this bill and its changes, Mr. DeMassi motioned that the Board opposes Bill A-2146 in its current format. Ms. Schlegel seconded the motion. It passed unanimously.

VI NEW BUSINESS

A. Landscape Architect Examination and Evaluation Committee

January 16, 2008 minutes

ACTION: Mr. DeMassi motioned to approve the Landscape Architect Committee minutes as presented. Mr. Joshi seconded the motion. It was unanimously approved.

B Interior Design Examination and Evaluation Committee

January 30, 2008 minutes

ACTION: Mr. DeMassi motioned to approve the Interior Design Committee minutes as presented. Mr. Horii seconded the motion. It was unanimously approved.

VII REVIEW OF APPLICATIONS

No business was discussed

VIII PUBLIC COMMENTS

Seeing no one from the public present, Mr. Zaccone proceeded to the next item on the agenda.

IX EXECUTIVE SESSION

At 9:55am, Mr. DeMassi motioned to go into executive session for the purposes of conducting the investigative inquiry and review of agenda items. Mr. Kniesler seconded the motion. It was unanimously approved.
